Proposals in PS2007

It does not seem as this is possible, but I'm looking for any ideas on
workarounds.

Can you use a Template (MS Project Pro 2007 Template) to create the work
detail in a proposal?

Seems as if this is not possible...and has to be done manually.

Would be nice to be able to re-use a wbs template and roles in building the
proposals as you can when starting as a project

Your Project Server administrator can create a WSS List and make it
accessible to everyone in the Quick Launch menu. The list contains the
names of each task and other task information that might be included in a
standard project Proposal. Then your users can create each new Proposal by
importing the basic information from the WSS List. You will definitely want
to experiment with this until you get the WSS List defined precisely the way
you want it. I can almost guarantee that your first cut of the List won't
show up the way you want to see it in the Proposal! :) Hope this helps.

Is there a way to modify the Proposals and Activities 'view' in PWA to show
Enterprise Fields? For example, if i have a Project Enterprise field called
department, I would want to sort/group proposals by department value.

For example, department might be Infrastruture, Networks, App Dev, Finance,
HR, etc.

No, there is no default way to modify the Proposals and Activities page.
