Publish error - Help

When attempting to publish a web page from a users hard
drive, we get the error message "A web does not exist at
http://www.... Would you like FrontPage to create a web
at that location? Does anyone know why we would get that
message? We were able to download this particular file
on another PC and publish without receiving that
message. I can't figure out what the different is.

Open the online web from their PC in FP and publish it to their PC,
then edit it and publish it back to the server
