Publish greyed out on Project Pro 2007

I've just installed Project Server 2007 and I have a user that has the
publish option greyed out on his Project Pro 2007. He has already saved the
project to the server. I'm sure it is a security issue; but I'm not sure
what right he needs to have. I've granted "allow" to everything on his user
account except for the Administrator catagory.

It's not a good idea to manage individual rights on the server, rather it's
much better to add users to groups and groups to categories. In an unaltered
security model, simply adding the PM to the PM group is enough to do the
trick. You might also be experiencing a connectivity issue here, as not
connecting to the Server has this affect as well.
