publish in 2003?

I used Pub 2000 then switched to Pub 2002 and ran into the issue with the
index.page having to be a seperate file uploaded to my host server because
of issues in 2002 which I got used to. Now I decided to try 2003 and have
some issues. What I do easiest is drag and carry the entire file folder and
then the index page directly into the server folder which I did in 2002. Now,
I cant in 2003. Can someone tell me in 3 easy steps how to save in 2003, and
in what format, so that my entire site including the index page can be easily
uploaded to the web hosting server for all to see? I hope I'm making sense.
