publish to a new site or url http ?

How do I publish to a new url or http site, My publisher 2003 does not ask
me for the site information any longer. I hit publish to the web and it does
not queary the standard questions, like url or password.

When you repost tell us the website URL, the operating system you are using
and which web browser and what version. Publishing web pages has changed
with Vista and IE7+...
