Publish to another file on local computer

I have a website(site A) in which I have set up individual passworded folders
for clients so that they can click on their client number and view their work
as I progress through it.

I build their website in it own web folder(Site B) and then try to publish
it to their folder within "site A".

When I try to publish "site B" to "site A" I always get the message "No web
site exists at this location, do you want one built". If I say no, it won't
publish as all. If I say yes it builds a subweb, which causes me problem
when I am uploading Site A to the Internet.

Is there a way to publish a site to a folder without a subweb being built?

You can only publish to a FP web or FP subweb - not a folder
Convert each of your client folders to Subwebs in FP and then publish to the subwebs
