Publisher 2000 only runs from CD

When I click on the Publisher 2000 icon on my desktop,
Windows always tries to find Publisher on a CD (Office
2000 SR-1 Disk 2 is what it looks for). I am running
Win2k SP4 and have deleted and reloaded Publisher from the
SR-1 Disk. Any ideas?
