Publisher 2000 viewer?

Is there an available download for Publisher 2000 viewer? I would like to
create a newsletter in Publisher, but not all recipients have Publisher and
would not be able to open it.

There is no free viewer, but there is a free program at www.primopdf.com
that creates PDF files, that you can read using Adobe Reader.
