Publisher 2002 layout guides move on save

I'm using Pub 2002, sp-2, on Win XP .
When I try to move the layout guides for my facing-page layout, the
guides on the right page will move, but I can'y keep them where I put
them. They reset to a "mirror image" position around the center of the
right page when I try to save the publication. So I can't get the two
wide columns, one narrow column layout that I want and have on the left
master page.

What can cause this and how do I fix it?

Office 2002 has a third service pack.

I ran into two problems doing this.

When tryingto do the SP3 update (the full one, that doesn't need the
office disks), I get an error: "Office Hotfix Installer encountered an
error" and the update ends.

When I try detect and repair, I get "This patch package cannot be
opened."

Do you know what is happening and how I fix it?

Is this a publication you created in 2002 or from an earlier version?
I cannot find any information about this problem except when you are editing an
earlier version document.

Created in 2002. It's the only version I've ever had.

It is a new pub created in Pub2002.
