Publisher 2007 web preview

I have used Publisher since it first came out, and after 12 years of
using Publisher '98, just upgraded to Publisher 2007 as part of the
Microsoft Office Professional 2007 package.

I am having numerous problems with it as I try to construct a website.
The current problem (one that I haven't been able to figure out how to
solve despite reading help pages) is with the navigation bar and the
templates. I started with a template, but the banners they provide
don't show up in web preview. So I ditched that and designed my own
banner, which does show up.
I don't like it as much, but I can live with it.

However, the navigation bar doesn't show up on the preview pages,
though it shows on the pages when they are in design mode. Can anyone
tell me what I'm doing wrong and how to fix it. Everything works when
I hit the insert navigation bar, but it won't show up on the preview.
Or is this something that will show up when it's actually uploaded to
the web?

Similar problem, and ungrouped all navigation bars, with the result
that all other pages seem fine except for the first page in preview.
On the first page, the navigation bar shows at the very bottom of the
page, far below any other items, not on the side where it is actually
placed. Someone suggested removing it from the master page - how do I
do that, and I don't think it's on the master page.
