Publisher 98/PictureIt! Publishing 2001 Gold

I have had both Publisher 98 and PictureIt! Publishing 2001 Gold installed on my computer, which is operating Windows XP. I started having problems with PictureIt! and so I uninstalled it. However part of it is lurking somewhere as it still shows up when I pull up the remove programs list. Even more of a problem, though, is that every time I try and use the Clip Gallery in Publisher, my computer begins the installation process for PictureIt! and gets caught in a vicious cycle. I've downloaded the utility file which is supposed to remove all lingering elements, including registry entries and ran that and also the Windows clean up utility. When I ran those under a different operating system, they worked wonderfully. When I run the appropriate ones under XP, however, it ends up messing up all of my microsoft programs (Money and Publisher). Can anyone help me with this tangled mess?
