Publisher and different headers

Using Publisher, how do I create different headers between pages? The
section breaks don't seem to help.

If you want a different header on each page, then it is not headers and
footers that you really need, just a text box on each page with different
content.

If it is only every so often, then multiple Master Pages may be your thing.
This requires Publisher 2003.
