how do I create a "newsletter" in Publisher, to display as a centered panel
when sent as an email message and not slid to the left or right
of the screen

Have you considered sending your newsletter as a PDF attachment? There are free
converters around. Most folks have HTML emails disabled and most folks have the
Acrobat Reader.

Publisher email newsletters and webs are all left justified by default. You
could center your content on your Publisher page to simulate centering, but
there is no option to center the whole page in an email message pane.
