Publisher Document changes size when converted to PDF?

I have Publisher 2003, windows XP, SP3. I am using PrimoPDF to do my file
conversions to PDF.

I have a Postcard template setup in Publisher for two 4.25" x 6.25" sized
postcards side by side. I have a background so I have a 1/4" added to each
dimension to account for the bleed.

The problem I am having is when I do the conversion. Once the conversion is
done, the resolution is great, but when I print out the PDF version, the size
of each of my postcards has shrunk to basically 4" x 6" rather than 4.25" x
6.25". I am wondering why this is happening. I really need to keep the
original size in order to send it off for commercial printing. Any and all
help/advise would be greatly appreciated.

Don,

Thanks for your response and for your tips below, I will check into this. I
have found since I posted this question that when I print the PDF file, there
was an option of shrink to fit which prints it at 96% of its actual size.
When I chose the None option it seemed to work out ok. Which I think is what
you have mentioned below as well. I am probably just repeating what you said
below.

Also, as far as the card size goes, I am being told by every commercial
printer I speak to that my card has to have an extra 1/8" extension around
all sides to allow room for the bleed. So when they go to cut it, this extra
1/8" border will be cut off and the card will be the right size of 4" x 6".
So that's why I have made it to be 4.25" x 6.25". But thanks for giving me
the details about the USPS max standards.
