How can you default a document file in Publisher to open at "PAGE WIDTH"
instead of 51% and then always having to increase the size to be able to read
and work on.

In Publisher 2007 page width will be 82% if the task bar is open. If the task
bar is closed, page width is 108%. I don't know where you are getting 51%.
