publisher merge function not found

OS is vista - with Publisher 2000. The merge function is not installed. When
asked to insert disk the can not access function.

I tried to merge from Publisher 2000 and received the same message. When I was
asked to insert my 2000 disk (disk 2) the setup asked if I wanted to install
Data2.MSI. Did you get this message? After this the merge worked correctly.
