publisher navigator bar

When I added pages to my website, the navigator bar and pages are in order.
But when I go to website preview it reordered some pages and so clicking on
the navigator bar takes you to different pages. What can I do?

Always include the version of Publisher, the browser you are using along
with the version, and a link to the page where you are having the problem.
