With FP 2002 and 2003, with your web open in folder / file view, right click the file and then
click "Publish selected file"

FP2002 and FP2003.

Open the local web, right-click the file(s) to be published, and
select "Publish selected files"
Note that images associated with a page will not be published unless
they are selected.
