Using word 2003.

My question is how to?;

Need to put fonts into a perfect circle with a specific diameter and th
fonts of a specific size.

My goal is to print the results for transfer to a wood sign carvin
project.

WordArt is probably going to be your only hope in Word, but Word is really
not the best application for this purpose. You really need illustration
software such as Adobe Illustrator or CorelDraw, which has the ability to
create text to "follow a path" (including a circle).
