Qin-XP user can't send email?

I am currently running Win-XP SP1 and Outlook2002 SP2. I have a user that
receives and error message about needing permission to send and email!!!?? I
have not set ANY user restrictions on any of my user accounts, so where is
this message coming from? Have I possibly missed a critical update? Thanks
in advance.....Tom J.
