Re install Publisher XP

I have had to reinstall Publisher many, many times over the last few months
due to serious computer problems. I think the computer is finally fixed for
good, but now Publisher 2000 XP won't let me reinstall it. I get the message
that the software has already been registered to another computer (or user).
Any advice? I have the box with the numbers on the back. What am I doing
wrong?

Are you trying to Register or Activate? One is optional, one is mandatory.
If you can't register, don't worry, as it really doesn't matter. If you
can't activate, phone the number for Phone Activation and explain the
situation to the personnel there.
