Re-positionaing comment box

I have some comment boxes attached to a form designed to fit the screen, however a comment box on the right hand side of the form is off the screen. As comment boxes appear to default to the top right, is there a way to make the box appear in a different position.

If comments are displayed (View>Comments), you can drag comments to a
new position. However, this won't affect the popup position of the
comments -- the default can't be changed.
