I assume you are referring to the "read only recommended" option. This
doesn't actually prevent someone (including you) from making changes, it
simply pops up the message recommending read only. If you want to
control who can make changes to the file, you need to do one of two
things. Either set up a password (same File/Save As/Tools) or implement
what I consider a better solution - set up rules of engagement and train
the users. The first approach is the typical, "don't trust anyone"
method. It works but it isn't convenient and doesn't foster team
building. The second approach, training, fosters teamwork,
communication, and cooperation. There are always methods for detecting
the rogue or inadvertent editing that may occur, but that should be the
exception.
At least that's my viewpoint and it worked well at my company.
