recapping on commercial printers

I've opened a new thread because the old one had gone down a different path.

If I understand correctly, it is possible to create a CMYK .pdf file using
Publisher and Acrobat. I've taken a look at the CMYK help on Publisher, but
to be honest, it's not obvious how I could achive this. Is there a tutorial
or other third-party help anywhere?

Read what Mac wrote. He knows of which he speaks. Except for luck, there
is only one reliable way to get correct CMYK colors - by following the
advice and settings your printer gives you and calibrating your monitor
to match what is printed. Printing, even to file as "PhotoShop 5.0
Default CMYK" MAY give you decent output, it may give you a case of the
hee-bee gee-bees. If the printer you contact tells you not to worry
about, worry. Find a printer that will work with you.
