Receiving emails when Outlook is closed

I actually have two questions -

1. I have my Outlook closed at home - that way, I can access my email
accounts while I'm at work, leaving copies on the server. However, recently,
even with OL close, it seems to be getting the emails anyway and I, then, at
work, show no emails coming in when I log in.
How can I fix this?

2. I've looked through the Options of Outlook over and over and can't seem
to find how to change the amount of time in between when Outlook checks for
messages on the server....can someone PLEASE get me out of my misery and
tell me where to find this (again)?

Not possible. Outlook must be running to download mail.
and I, then, at work, show no emails coming in when I log in.

Configure the home PC to leave messages on the server as well, and delete
them after some period of time, like a week.

Depends on your Outlook version (which you decided wasn't important enough
to mention), but for OL 2002/2003, click Tools>Options>Mail
Setup>Send/Receive

Actually - I pressed the SendReceive button - but nothing happened - I just
figured it must do a manual Send/Receive, since nothing happened.
(btw - OL 2003)
so - I may have a hosed installation.
and I beg to differ about not receiving when it's closed - sometimes I see
a faint Outlook icon in the Taskbar (not the bright orange, but faint,
brown) - - Outlook is not open
I can't click on that icon and stop it - but that seems to be when it
happens.

Because OL is not visible on the task bar doesnt mean OL is closed/not
running.
You cannot receive mail unless OL is running

OK - so how can I set it so that when I close Outlook - it's not running?

Also - if I uninstall and reinstall Outlook (2003), will it leave all my
mail/contacts, etc, so that they're still there after I reinstall?

If you look in the 'running processes' via cntrl + alt + del if OL is
running, when not visible on the task bar, you will see outlook.exe running.
You have to end this process in order to completely shutdown OL.
OL often fails to close properly due to conflicts/problems with addins. eg
fax, sync, AV etc.
If you have any of these ensure it is an updated addin.
In the mean time try running the Detect/Repair process to see if this
rectifies the problem.
