Recieve and send times one hour apart

We are using exchange 2007 and outlook 2007. Both have all relevant patches
but since the change to Aus EDT all INTERNAL emails are received with the
correct time (in the inbox) but the time shown in the header of the email is
one hour forward. Email to and from external sources is not affected ONLY
internal.

What timezone abbreviation is shown in the header? It may not have the
same timezone offset (in + or - hours) as for the timezone configured on
the user's host. Did you check the time on your mail server's host?
