Redirect based on user.

I'm new to this so be kind! I am not sure if this is the correct newsgroup
for this.

I would like to create a "secure" website so that whenever a user logs on,
they can only see and access their own pages in their own directory and not
be able to get to any other pages or directory on the website.

If this can be done, can a link to a common form be created in the users
pages for them to complete a form and email it? Can that be outside of their
directories or would I have to create that form for each user within their
own directory?

The first question is, what kind of server is the site going to be
hosted on.
It makes a difference on how you will want to implement the password
features?
