After furious head scratching, Riepe asked:

During the original installation, the information said this key (ACTIVATION
KEY) may only be used one time and but can be transferred to another computer
by using transfer files. So if I am reading the information correctly, it
cannot be reinstalled onto a computer unless the files were transferred.
Previous Microsoft Office CD's allowed you to use them more than one time.
During the original installation it stated that the Activation Key could only
be used one time. Otherwise, they had to be transferred to another computer.
Therefore, if my computer has crashed, how can I transfer the files.
It clearly states that you cannot use the key again.
During the orginal installation of Office 2003 Professional you had to use an
Activication Key which stated that it could only be used one time. The only
way to move Office 2003 to another computer was to transfer it.
What is the computer crashes and you cannot make the transfer
