Reordering Numbering Sequence

In documents with many procedures, the numbering sequence tend to continue
from the previous procedure eventhough the numbering is set as Start at 1 for
every procedures. If the file is saved and reopened, it's all reordered in
sequence. I want the number sequence to restart at each procedure.
Why does this keep changing all the time? Is there a workaround to it?
