Reply Icon not consistent

Hi! We are running Outlook 2003 SP2 on Exchange Server 2003. We have
noticed that the Reply icon for emails replied to (the envelope with the
purple arrow) does not consistently show up for many of our users. This
happens when replying to external emails only (we think). Any suggestions?

Are the messages to which replies have been sent all in the Exchange
mailbox?

Yes, they are all in the sent in the Exchange Mailbox and they the replies
are in the sent items folder. Thanks!
