Anyone nows how cam i make a resouce visible to everyone??

I want to create a generic resource that is visible to everyone no matter whitch RBS?

Categories control who gets to see which resources and you
can combine both RBS and individuals. In the Category
that is applied to your Users Group, look
under "Resources": you probably have the second radio
button selected "Only the resources selected below" and
then have some or all of the 3 boxes checked. You can also
select individuals from the list of "Available resources"
as well. Just take your Generic resources and add them to
the list on the right.
