resouces overbooking

When a user request a resouce that has already been booked they get a message that the resouce is not available
The problem is that they disregard the message and book the resouce anyway. Now if you look at the calendar for that resouce you will see two booking for the same time.

What method are you using for Resourse booking?
What version of Outlook are your clients using?
Do you use Exchange Server? If so, what version?
