Resource are grey out and can't build team from enterprise

The resource are grey out and can't build team from enterprise after upgrade
from project pro 2002 to Project Pro 2003.

same project manager able to build team from enterprise if using Project Pro
2002.

Any reply will help.

TVH:

Did you upgrade the clients without upgrading the server? If you're going to
use 2003 clients against a 2002 server, there's an upgrade script you need
to run on the database.

Hi! Gary, Thanks a lot for you reply, Both Projectserver and Desktop have
been upgrade to 2003 included running script on the database.
Here are two pair and it seem the 1st is more stricted
ProP2003/ProjSer2003 Assign Resource need to check(allow)
ProP2002/ProjSer2003 Assign Resource NOT need to Check and
Connect to Project Server using
Microsoft Project 2002

I am still confuse about the relation ship between Group permission,
catogory and security. Is the most restricted dominate the other ?
