Resource Fix Cost Per Project

I would like to compare two alternatives: increase the development team
versus pay overtime to existing team.

Is it possible to enter a fix cost per resource (per project and not per
usage), to account for:
a) search and selection expenses and commissions
b) training and startup costs

If not, what is the best practice?
Shall I create a new task (startup task) for each new resource?
