Reviewing Toolbar

I'm running Office XP with Win 2000 Pro. Whenever I open a Word 2002 or Excel 2002 document that I recieve through inter-office mail or e-mail, the Reviewing Toolbar automatically opens in the application. I know how to turn this toolbar off, but I have to do this every time. This is driving me crazy and I want to turn this feature off. Does anyone know how to do this??
