Right-click Context menu has lost most options

Hi there,
I run outlook 2003.
It would seem that the context menu has lost the plot. It looks like outlook
has gone into some "mode" other than the one it is usually in by default.
As per another message I posted a few days ago I can NOT remove any folder
from the Favorites panel.
I have also now found that when I right click on any mail folder the context
menu has very different options from what it used to.
It shows:
- Process all marked headers
- Process marked headers
- Sharing (grayed out)
- Properties

Can anyone tell me what would cause outlook to start showing me this menu as
opposed to the one it normally displays?
I'd really like to sort this out so any help is greatly appreciated.

This problem does not occur in Safe Mode. The right click menu returns to
normal in that mode. Does that mean that an add-in is likely to be causing
this problem? They don't load in safe-mode do they?

I have tried starting in normal mode and disabling all COM addins and all
Addins in the Add-ins manager.
This has not made any difference.
So what else does Safe Mode disable that might be then allowing the context
menu to start functioning normally?

I've done a few other tests.
It would appear that this has nothing to do with my profile being corrupt,
not issues with my data file.
I have created a new profile with a new data file and outlook behaves in the
same way... The right-click context menu continues to only have the few
options mentioned.

I hope someone can help me get this back to normal.
