If I take your first sentence literally, why would you expect the
sub-tasks to show if they are hidden? However, I will assume you mean
that the rolled up subtasks DO show on the summary line but only if the
summary is expanded (i.e. subtasks visible).
Three things control whether subtask bars show up at summary level.
First, each of the subtasks must be set to roll up to summary level
(Project/Task Information/General tab). Second, the summary line must
also be set to show rolled up Gantt bars (Project/Task
Information/General tab). Third, there must be a bar style for normal,
rolled up, not summary (Format/Bar Styles/Show For...Tasks column).
Given those settings, subtask bars will display on the summary line
whether subtasks are collapsed or expanded.
If you have all of the above things set and it still isn't working, then
I suspect either the file is corrupt or something in the Bar Styles
format is blocking the bars although I can't replicate a configuration
that would react that way. If you suspect file corruption, does this
occur will all files or just one file? If it is just the one file, go to

and take a look at FAQ 43 - File Bloat? Might be corruption.
