Rule wizard problem Outlook 2000

We currently use Outlook 2000 on Exchange 5.5 (soon to be
upgraded to exchange 2003). We also have two windows 4.0
terminal servers that run as our Citrix servers.

Here is the problem -
I have created a rule that involves have the server reply.
This rule has been working for over a year, and now the
users are unable to save this rule due to a permissions
problem.

Our work around is for users to log in through Citrix.
This works for some reason.

Any idea on how I can correct this problem?
