Rules not working

I've determined that rules work related to moving an
incoming message to a specific folder (other than the
inbox) but do not work if same type of income message is
being forwarded to a specific address. Manually
forwarding the message does work.

Actually the rule runs, but the action of forwarding to
an outside mail address does not happen.
