Rules Wizard won't start

Does anyone know of a problem with Outlook 2002 and the
rules wizard not starting after installing office XP
service pack 3?

While I'm logged in as the administrator the rules wizard
will come up, but when I log in as a user the rules wizard
won't work. This is still occurring after un-installing
then reinstalling outlook.
