Rules Wizard

The Rules Wizard does not appear in the Tools menu.
When in Organize, the Rules Wizard button does not work.
I tried all the HELP menues, and it did not help!!!
I bought two Office XT Small Business Software and one
has the Rules Wizard and the other one does not?
Please Help!
