can you scan a document to publisher and make changes to it

Not really, unless you just want the text. You could use OCR software for
that. If there's text and graphics you'd have to scan it in more than once
and do a lot of cutting, editing, etc.

If you have a newer version of Office you can use the Microsoft Document Imaging
program, (Start, Microsoft Office, Microsoft Office Tools) it has OCR
capabilities that will read the text and send it to Word. From Word you can copy
and paste the text to Publisher. No doubt you will have to edit. The pictures
are the easy part.
Microsoft Document Imaging is not installed by default when you install Office.
