Using Insert/Picture/From Scanner or Camera...
The document will scan in from my scanner, but will apear small on the
OneNote page. (I can then enlarge it to 100% using the resize arrows, but
this will be time consuming to do for each document.)

Why does it do this? Is there a workaround so that the document scan
appears full size?

I assume the display size is chosen to allow an image to be viewed on
sceen as part of a document.

OneNote isn't a dedicated image storage application. The most common
use case, I imagine, would be to use an image as part of a document.
