Schedule with fixed work and fixed duration

I would like to schedule a project with a fixed number of hours (work?) and a
fixed duration for each task.

I tried to do resource levelling to get a new schedule based on the hours,
duration, and resources but I get messages saying that tasks cannot be moved.
I made sure all my constraints are ASAP.

Any suggestions?

So what has to give is the hours per week each resource has to work. Project
does not change units when levelling at all so if you need more units than
you have available to do the work in the duration you specify, it's your
problem to resolve!
