Security Setting - Ability to open project but not save?

Is it possible to create a master project plan that can be opened and viewed
by project managers, but can not be saved/published? This setup would be in
place as oppose to having those selected folks just open the master project
in read only. I want to eliminate teh ability for people to save the master
project regardless of how they open it.

I have tried the following:
1) Created a Category and associated just the master project to that
category and only a select number of users to be associated with the category
2) Created a new Group and associated the new category I created to this
group, as well as the select users identified to be able to access this.
3) In the new Group, I updated the permissions for the new category to only
be able to do the following: Open Project, View Details in Project Center,
View the Workspace, and View Summary in Project Center.

If this type of setup is possible, am I on the right track?

For the specific category you created, you need to make sure the category
permission "save project" is not checked. Remember that permissions are
cumulative, so if the master plan exists in other categories then (eg my
projects) then those permissions will apply too.

Ben, thanks and good point.

Still can not get this to do what I want though, so let me break down my
setup to see if you can find what I am missing. I created the group Program
Read Only and the category My program

User is associated with 2 Groups: Project Managers and Program Read Only
Also associated with 3 Categories: My Org, My projects, and My program

The Program Read Only group is only associated to the category My Program.

Themaster project plan is removed from the My Org & My projects categories,
and is the only project plan associated to the My program category

The only permissions checked off for the group Program Read Only and
category My Program are: Open Project, View Work Details in Project Center,
and View Project Summary in Project Center

All this and the user is still able to go into the master project plan, edit
and save.

Ben is on the right track with cumulative, IF they are PM and Read Only,
regardless of where that project is coming from, if they can open it with
Read Only, then their PM permission will let them save it.

I believe they would only have to have that role and no other, try that as a
test, give just that role to someone, let them see if it works as planned. We
have a group like this that does support for another application but want to
see all projects for troubleshooting, they are Read Only, but that is the
only group/cat they have.
