Send/Receive button

My Send/Receive button disappeared from Outlook 03 toolbar and from Tools. I get message from Oulook 03 that it is unable to process. What is going on? How do I get the Send/Receive functioning again, get the button back and get it back on Tools?

Have you tried resetting the toolbar (View | Toolbars | Customize | Toolbars
tab)?
