Send/Receive Groups does not open in Outlook 2003 Pro

I'm using Outlook 2003 Professional...the Define Send/Receive Groups
command does not work, neither from the menu nor via Ctrl-Alt-S. I
have tried Detect and Repair and have even reinstalled Outlook.

Any help would be appreciated. Thanks.
