Send Recieve disappears

I have reloaded microsoft Outlook 3 times , when I first open it the send
recieve button is there then like a flash it's gone,
I have tried and tried but can't figure it out

What version of Outlook are you using? What is your email environment
(Exchange, POP3, etc.)? Are the rest of your toolbar(s) intact? Did the
Send/Receive button ever work? Is your profile correctly configured and
previously you were able to send and receive mail? Have you tried Detect and
Repair from the Outlook Help button?
If it's related to your toolbar, close Outlook and rename your outcmd.dat
file and then open Outlook again.

Outlook 2000 version 9.0.6627 It has always worked for the last few years ,
I even reloaded Microsoft Office 3 times when I open outlook i see the send
recieve button then instantly it's gone. i use pop the rest of my tool bars
is ok no problem, I have reset the tool bar also detect and repair..I
cannot find outcmd.dat in MSOffice Outlook or Outlook.

Did you do a file search for outcmd.dat? You should see it in Documents and
Settings under your profile, Application Data, Microsoft, Outlook folder. If
you use search for files and folders, you can find it and rename it right
from there.
You also have the option of deleting your Outlook profile and recreating it
(while Outlook is closed).
Was there anything that changed on the PC (no matter how insignificant)
recently? Any Add-Ins, new software, anything?

I accidently found it in my tool bar hidden how it got there I have no Idea,
Thank you very much for your prompt help...
