Send To Ghosted in File Open Screen

In the File > Open screen when I right click on a file the Send To option is
ghosted and I can't click on it. This happens in Word and Excel (didn't
check others) in Office XP. I checked another computer and it isn't
ghosted...

Any ideas what this might be?

After furious head-scratching, Mike asked this group:

Yes, Outlook is installed and the send to menu works both in windows and in
Word...
