Send To Mail Recipient resolves email to display name

Using Project 2003 and Outlook on Exchange, the email address is resolved to
the display name which by a local reqirement has it listed: last, first
format. Project is interpreting the comma as a delimiter and searched the
global address list for two seperate addresses the "last" name then the
"first" name. Is there any way to keep it from either:
1) resolving to the display name and using the smtp address
or
2) ignore the comma and look up the display name
Any help appreciated.

I know the easiest way would be to remove the comma from display name,
however it was decided that everyone in the GAL needs to be in the format of
"last, first name".
